Defense Secretary Robert M. Gates has called on every member of the Defense Department to play a personal role in creating a secure environment that will help to prevent more tragedies like the Nov. 5 shooting rampage that left 13 people dead at Fort Hood, Texas. Gates issued a memo Tuesday after reflecting on results of the independent review he directed after the incident to ensure the safety and health of servicemembers, civilian defense employees, and their families. U.S. representatives Tom Rooney, R-Tequesta, and Bill Posey, R-Rockledge, have co-sponsored legislation with 15 other GOP House members that would require the Department of Defense to be notified by the intelligence community when any member of the armed forces, DoD or a contractor has been in contact with anyone who wants to harm the United States. Maj. Nidal Malik Hasan, the man accused of opening fire Nov. 5 at Fort Hood, killing 13 and wounding 32, may be housed at Bell County Jail as soon as this week, his attorney, John Galligan, said Monday. Hasan is paralyzed from his chest down due to gunshot wounds he sustained the day of the shooting.

I understand Army officials have been engaged with Bell County officials about changes that might have to be made at the jail. Now it's just a matter of when   -John Galligan

They called the situation "unacceptable, untenable and unsustainable," in a letter to homeland security secretary Janet Napolitano. ♦ The Baltimore Sun 's Thomas F. Schaller says a double standard permeates the national debate over what constitutes terrorism . Schaller argues that if the alleged Fort Hood shooter Maj. Nidal Malik Hasan is a terrorist then so is Joseph Stack, the man who flew a small airplane into the IRS building in Austin, Texas. ♦
